Secondary suites in Carp
The village plan allows secondary units in its main residential areas. On rural Carp lots with a private well and septic system the limit is one additional unit, and the septic has to be shown to carry it; the village sewer itself has a flagged long-term capacity shortfall.

Homes in Carp
What the local housing means for secondary suites.
The village was a post village of about 200 people by 1866. The City's 2012 design plan counted 569 homes in 2010, mostly detached, and 44 buildings of historical interest in the village core. For the 20 years before 2010 the village added about 20 homes a year, mostly in subdivisions on its north-east edge near the Carp Hills.
- Many village-core houses are a century old or more and can need more involved kitchen and bathroom work; the newer subdivisions are at the age for first updates.
- Outside the serviced village, adding bedrooms, bathrooms or a suite can depend on the septic system's capacity.
- The Carp River is one of the Mississippi Valley Conservation Authority's highest flood-risk rivers, which matters for lots near it.
Permits and approvals
What to check in Carp before secondary suites work starts. Rules change, so we confirm what applies to your address.
Mississippi Valley Conservation Authority
The Carp River flooded in eight years between 1998 and 2019, and MVCA counts it among its highest flood-risk rivers. MVCA's 2024 floodplain mapping update counts about 637 affected properties across the watershed. Additions and alterations in a regulated area need an MVCA permit before the City building permit.
Secondary suites on a well and septic system
Rural Carp lots on a private well and septic system can have one additional unit, and the City asks owners to confirm with the Ottawa Septic System Office that the septic system can carry the extra load. Adding bedrooms or bathrooms elsewhere in the house can raise the same question, so the septic check comes before design.
Building permits
The City generally requires a building permit to finish a basement, move or remove walls, alter plumbing, add or enlarge windows and doors, and build an addition. Replacing kitchen cabinets without moving plumbing fixtures usually does not need one. Electrical work is inspected separately by the Electrical Safety Authority.
Zoning
Additions and larger decks have to meet the zoning setbacks, height and lot coverage for your lot. Most of Ottawa's new Zoning By-law 2026-50 is in force (the parts not under appeal took effect from March 2026), and where a provision is still under appeal the stricter of the old and new rules applies, so we check the rules for your address before design starts.
